JAMES C. BEATY is Of Counsel to the firm, based in Washington, D.C.
Mr. Beaty's practice has focused primarily on issues related to anti-dumping and countervailing duty proceedings before the Department of Commerce, the ITC, and USMCA dispute settlement mechanisms. These engagements feature representing mandatory respondents and handling the full arc of investigation, review, and litigation before the CIT and CAFC.
In addition, Mr. Beaty is experienced in handling issues before CBP related to AD/CVD, as well as classification, valuation, and responses to CF28s and CF29s. He has also represented numerous clients in their efforts to comply with the investigations and tariff obligations flowing from Section 232, Section 301, and forced labor proceedings handled by BIS, CBP, and USTR.
Through his career, Mr. Beaty has represented clients from around the world, ranging from North American agricultural concerns to Asian wood product manufacturers and Gulf-State metal producers. In the course of these representations, Mr. Beaty was deeply involved in the rare defeat of a petition covering tin-mill steel products before the ITC. Before the CIT, he successfully litigated a number of issues for a foreign steel pipe manufacturer, winning favorable outcomes in a series of related administrative reviews.
Mr. Beaty has also worked closely with a number of domestic importers to ensure predictability in their supply chains through shifting tariff and exclusion regimes, advising on compliance before the various U.S. government agencies that touch each import shipment.
