Multilayered Wood Flooring from China
Impact of ADCVD on Multi-Layered Wood Flooring from China
Multi-layered wood flooring from China may be subject to antidumping duties (AD) and countervailing duties (CVD). ADCVD issues are a "priority trade" issue of U.S Customs. As a consequence, importers should exercise care when potentially importing any such products. The scope issues related to Multi-layered wood flooring are complex, and such scope exclusions can be subject to legal debate (and enforcement actions). Companies wishing to confirm that their flooring products are indeed outside of the Scope of the Orders are encouraged to contact a firm attorney for additional information.

February 29, 2016: Jiashan Huijiale's two-layer engineered wood flooring panel with bottom-surface inlays is not within the scope of the Orders on multilayered wood flooring from the PRC, because it lacks the requisite two or more layers or plies of wood veneer in combination with a core.
